CCSMBA UPDATE (from minutes of CCSMBA Committee Meeting held on 27th July 2021)

As the National Restrictions have now been lifted, the ESMBA have published their latest update (copied below) strongly recommending that clubs and counties still apply for Safe Bowls Status as this covers the full Covid protocols should any restrictions be reinstated. As a minimum requirement to return to bowls, the ESMBA have also drafted a Covid Awareness Guidance Checklist for those clubs that wish to take the responsibility on themselves without an approved risk assessment.

The committee therefore discussed the following matters for the 2021/22 season:

County League - The committee considered a number of amended formats for the league with the view of encouraging more teams to enter for the coming season. Some concerns were raised regarding reducing the number of players per team as this would put pressure on those teams that play with some rotation currently. This could mean that some players could end up playing less games as a result and ultimately this would be a discouraging factor. The committee agreed that, while a reduced number of players were initially being considered to help with maintaining the group of six should national restrictions be reinstated, it was likely that the ESMBA would once again stop all inter club play as has been the case throughout their Route Map and therefore the format of the league would not be relevant. It was accepted that some teams may not wish to enter for the coming season and it is likely that the leagues will be smaller for the coming season. The Committee agreed that the main aim for the coming season would be to encourage players to return to clubs and it was proposed that the usual format be played as everyone is familiar with the rules rather than changing the format. It would be a condition of entry that all clubs either have the Safe Bowls Certificate or provide a copy of their Covid Awareness Guidance Checklist with the entry. The Committee agreed that a deadline of the 31st August would be set for entries with the same fee as in previous season. A fixture list will then be drafted by Area Representatives and clubs will be given until the 30th September to make any required changes to the fixture list with the agreement of both team captains. Any fixture changes after this date will only be allowed in special circumstances as set out in the current rules. It was agreed that the league would begin no earlier than the second week of October.

In the interim, entries from East Area clubs should be returned to the County Secretary while a new Area Representative is appointed.

A query was raised regarding uniform for the coming season as there may be instances where clubs have previously had two teams in different leagues and would both have different uniforms (new coloured shirts / white shirts). The committee confirmed that all club uniform, whether it be matching or not, would be accepted as suitable attire for this year only.

County Competitions – It was agreed that, although play could return with the Covid Awareness Guidance Checklist, the CCSMBA would still apply for Safe Bowls Status so that it is in place should restrictions be reinstated.

A draft County Calendar will be put together by the Competition Secretary, however it was agreed that this would be without the Mixed Fours Competition for this season due to it’s usual low number of entries. Initially, dates would be booked for some open days at the start of October to encourage players back to bowls with the format still to be decided. The usual Competition Calendar will then begin from November onwards and this could be spread out more than usual as the Association will be less restricted by avoiding the final stages of the ICC in February this season. Dates will also be blanked out in the calendar for possible Inter Area dates in the second half of season with the exact format to be agreed and possible dates for County Team Friendlies. The Mixed Pairs and Team of Three competitions will also be held however it will be a condition of entry for the club to have either Safe Bowls Status or a Completed Covid Awareness Guidance Checklist. Entry forms for County Competitions will be sent out to clubs once the Calendar has been confirmed.

The outstanding competitions from 2020 will also need to be scheduled into the calendar however it was agreed that they could fit in with the new calendar throughout the season. Some consideration will need to be given to the Bebbington Cup and Truscott Plate finals due to the number of players that will be in attendance and where players may have changed clubs during the season. The committee agreed that any player taking part in the Bebbington Cup or Truscott Plate would need to have been affiliated to the Club they are representing during the 2019/20 season and would be required to have a current affiliation to the CCSMBA however, for the purpose of completing the 2020 season, it would not be necessary for the current affiliation to be to the Club they are representing should they have changed clubs between seasons.

The usual guidance regarding sanitisation will be promoted at County Competitions and any player that is displaying symptoms should not attend. By signing into each competition, players will be completing the track and trace for the day. Masks are recommended to be worn when not bowling while in communal areas.

In reference to the rearranged National Championships being played in September 2021, it was proposed to relax the current County Rules which state that any player not attending a National Final will face ban for the following year. The committee agreed that it would not be appropriate for a player to face disciplinary action due to the competition being arranged.

ESMBA STATEMENT

The latest Government guidance has removed the legal Covid requirements, but it is still their advice to follow good practices, and the ESMBA Committee would ask you to consider your own safety and that of your fellow bowlers and take a cautious approach to returning. We can all be proud that there have been no recorded outbreaks at any Short Mat bowls club and if everyone remains sensible and respectful this can continue.

SAFE BOWLS CERTIFICATE - The ESMBA continue to strongly recommend that clubs/counties apply for the safe bowls certificate, and we will continue to offer support and guide you via our network of CSGOs with any updates received from Sport England and the Government Department DCMS. The safe bowls status covers the full protocols for covid compliancy and can be returned to in any future outbreaks, local lockdowns or circuit breaks the Government might reinstate and may enable your club to continue bowling through any future eventuality.

Clubs/Counties who have obtained Safe bowls status already have all the weapons in their armory to ensure safe play. They can now consider relaxing these protocols to return to a way of bowling which more closely resembles that of pre Covid times. Your Venue protocols, which must be adhered to, may continue to dictate some aspects of your bowling, and the ESMBA strongly recommended that you continue with the simple and safe practices you have embrace such as sanitising, keeping good attendance records and ensuring a good airflow to maintain Covid safe standards. Your CSGOs will forward the full list of minimum requirements and will liaise with you on any points of relaxation you may wish to undertake.

We would recommend for the continued safety of your members that you only visit other clubs with Safe Bowls status.

COVID AWARENESS GUIDANCE – Although the ESMBA consider it of paramount important that all clubs apply for Safe Bowls status we are mindful of the latest Government guidance and have drafted an interim checklist for those clubs/counties that are considering taking the responsibility upon themselves to return without an approved risk assessment. We consider this Covid Awareness Guidance to be the absolute minimum requirements for a return to bowls. It has been created in the form of a checklist for display at club/County so members can see what measures have been implemented. Its purpose is to highlight areas you should consider.

This Guidance should be signed by the club member taking responsibility for implementing and overseeing these changes and put on display at the venue. It should also be available for visiting teams, counties, or league representatives on request.

 

For all clubs we would ask, as a matter of good practice upon return, that you review and audit the information you hold on your members to ensure it is accurate and up to date, as this may play an important role should covid tracking be needed.

Additionally, we would also recommend that physical contact be avoided.

Above all, as we come out of this pandemic, we would ask that you be both respectful and tolerant of your fellow bowlers. Please respect their opinions, their choices and their personal space and be supportive of those who are returning to bowls after a long absence.

ESMBA Rules Update

The ESMBA have announced further guidance for clubs who have "Safe Bowls Status". The statement came into force on 1st July and reads:

The ESMBA are pleased to announce further relaxations for Safe Bowls Clubs who are already fully conversant with the Covid Protocols. Compliance with the Rule of 6 must be adhered to and the distance between mats must remain at 3 metres.

  • Safe bowls Clubs may play against other clubs with Safe Bowls Status, including entering leagues and undertaking friendly matches providing the 12-hour rule for triples is complied with. The Home teams Covid procedures must be adhered to by both teams.
  • Measuring will be allowed providing it is conducted by 1 nominated player per mat, and any equipment compromised in the process is fully sanitised after each measure.
  • Scoreboards will be allowed if only 1 person is nominated to make any updates i.e., every other end. The scoreboard must be sanitised before and after use. Please ensure wipes are used for the purpose if an electric scoreboard is used - do not use spray.
  • Club bowls can now be used by one person per session (no sharing) and they are sanitised before and after use. Social distance must be maintained when collecting club bowls from storage.
  • Live bowls/jack in the ditch can be marked positionally in the normal manner (chalked) only by nominated bowlers, any compromised equipment must be thoroughly sanitized before starting the next end. Spray chalk must still be used to mark Touchers.

All other aspects in the Approved Risk Assessment remain in place. Club Committees and Safeguarding Officers must ensure they are aware of the changing government guidance, especially regarding any new strains or symptoms, or changes to home testing or isolation requirements.

The ESMBA Route Map Updated 13th May 2021

Following the Government's announcement on 10th May 2021, on reducing lockdown restrictions the ESMBA announce the following guidelines for returning to bowls. Clubs will still need to achieve 'Safe Bowls' certification to return from 17th May 2021 via the approved route.

It is worth noting that at present there is no advice from Government as to what restrictions and what the new normal will be from 21st June 2021. So at present the ESMBA would encourage clubs to undertake the process of 'Safe Bowls' certificate for the safety of its members.

Clubs with 'Safe Bowls Status' may return to bowls from 17th May 2021.

Guidance for 'Safe Bowls' certified clubs (as updated weekly on the ESMBA Web Page), and their Registered Players.

  • Safe Bowls rules apply in all Club Roll Ups.
  • Move to Triples should be confirmed by request in writing to the County Safeguarding Officer who will respond in writing. Additional rules apply to Triples especially no playing of consecutive sessions.
  • Internal Club competitions may take place Singles, Pairs and Triples (if approved) however these games must adhere strictly to the 'Rule of Six', Players cannot change mats, Players cannot play more than the games allowed in the 'Rule of Six' within the time frame of 12 hours. Eg A triple can only play 1 game within 12 hours but if 6 Singles players play in a group of 6 they could play each other within the time frame. No substitutes are allowed.
  • Internal competitive games must be in addition to club roll ups not instead of. They must comply with all the Clubs approved Safe Bowls Protocols including No measuring.
  • Counties with 'Safe Bowls Status' for their venues will be allowed to open but must also adhere to the above. We would remind all 'Safe Bowls' clubs and counties that the scheme is for affiliated members only.

ESMBA Events Update

We recently published our approach to return to safe bowls in our roadmap. Part of that is the transition back to competitive bowls, The ESMBA along with other National Governing Bodies, where appropriate, response to the holding of competitive events is;

World Championships (Belgium March 21) - unfortunately these have had to be postponed for a second time due to COVID 19 restrictions. All being well these championships are planned to be held in Belgium in March 22. A further update is planned after the World Bowls Council meeting on 27th March 21. The players originally selected to represent England in 2020 will be given first refusal for the 2022 championships.

Inter County Championships - The counties remaining in their respective championships (semi finals) will be asked if they would like to conclude the competition to be held in September 21. It is hoped to organise an ICC event from October 21, however the format is likely to be different for this year as we ease ourselves back into regular competitive bowling.

National Championships - The finals in April 21 have been postponed with a view to rearrange for September 21. A questionnaire was issued recently aimed at registered players that qualified for the 2020 National finals to gauge feelings towards playing in the finals and future Championship format. This went to County Secretaries and Competition Organisers to distribute. If you haven't seen a copy please speak to your County contacts. Your views are important and will help inform the ESMBA's approach to the Championships. National Championships for the season 2021/22 are being planned however the format may well be different to take account of the likely changes to our daily lives.

TLH Top team - The event due in may has fallen foul to the COVID-19 regulations and has been postponed. The good news is the teams who have qualified will be offered their place for May 22. Alternatively people who have paid a deposit can put this towards a break with TLH when circumstances allow.

British Isles Championships - The British Isles Council met recently to discuss the forthcoming championships in November 21 releasing a statement confirming that the championships are planned to go ahead, however the timing and format may differ from the norm. A further update is planned after the Government COVID 19 update on 17th May 21.

Top team event - Now planned to take place in January 22 again reliant on planned Government COVID 19 announcements.

ESMBA Diary - A draft diary is being prepared to reflect our approach to getting back to competitive bowling. A decision is still to be made whether any open competitions will be organised.

In conclusion, it must be made clear this update is based on the latest COVID-19 regulations and will be updated based on any future COVID-19 announcements.

ROUTEMAP March 2021

In line with the latest Government COVID Policy the ESMBA interpretation is

  • Up to no earlier than 12th April 2021 short mat bowls cannot re-commence however, it is strongly recommended that clubs, county associations and leagues with central venues apply for Safe Bowls now.
  • No earlier than 12th April 2021 where venues e.g. leisure facilities and community centres (not Village Halls) are open and allow indoor sports those Short Mat Bowls Clubs and County Associations that have "Safe Bowls" status can resume but must observe the condition that only one person or people from the same household can play on each mat.
  • No earlier than 17th May 2021 where venues e.g. leisure facilities and community centres are open and allow indoor sports those Short Mat Bowls Clubs and County Associations that have "Safe Bowls" status can resume but must observe the condition that up to 6 bowlers from different households or members of 2 households can play on each mat.
  • No earlier than 21st June 2021 it is hoped all limits on social contact are removed and short mat bowls can return to normal enabling all bowlers to make informed personal decisions about social contact. This will be reviewed when more information is received.

It must be remembered that this is only a guide and can change dependent on the latest Governments interpretation of the most recent data.

Also, to return to bowls Clubs, Leagues and County Associations must hold "Safe Bowls" status. Anyone found not adhering to ESMBA policy could face further action.

The ESMBA will continue to update everyone once more details are released for each stage.

5th January 2021

Following the Prime Minister's announcement on Monday 4th January placing the England under lockdown all clubs must close until such time as restrictions are eased.


31st December 2020

Cornwall is now subject to Tier Three restrictions and clubs with 'Safe Bowls' status must adhere to the guidance issued by the ESMBA regarding permitted formats. Only affiliated bowlers are permitted to play. Clubs without 'Safe Bowls' status are not allowed to offer bowling sessions.

Tier Three - Very High Risk

For 'Safe Bowls' certificated clubs that have affiliated members

  • Affiliated members from family and support bubbles can play in approved pairs formats on each rink mat.
  • Supervised Affiliated Under 18 and/or Disability specific short mat bowls is allowed to continue to operate.
  • There shall be no games played with different households or support bubbles.

We would remind all 'Safe Bowls' clubs that it is for affiliated members only. Clubs that have failed to affiliate will have their status removed with immediate effect and are no longer authorised by the ESMBA to return to bowls under any Tier.

Dear Secretary,

Further to the publication of the ESMBA's "Back to Bowls Covid Action Plan", the Management Committee are pleased to see that the sport is slowly but safely returning to the County with a number of clubs having gained the "Safe Bowls Status" which is required to re-open.

In line with the current position of the ESMBA, it is expected that clubs will affiliate it's members to the ESMBA in order to be eligible for Safe Bowls Status and the ESMBA's Insurance Scheme with the minimum requirement being six members. In addition, any member wishing to renew their Personal Accident Insurance must be an affiliated member of the ESMBA. The Management Committee would also remind clubs of the ESMBA's Player Registration Policy which states that non-registered players cannot play against affiliated players on a competitive basis once the situation allows.

Therefore the CCSMBA Management Committee recently reviewed the CCSMBA's affiliation arrangements and agreed that a discounted Affiliation Fee of £4.00 per player would be due for the period to 30th April 2021. An amended Registration Form will shortly be forwarded for use for the remainder of the 2020/21 season.

Dear Secretary,

Please find attached a copy of the ESMBA's "Back to Bowls Action Plan" which was recently approved by the Government Department for Digital, Culture, Media and Sport. This plan details the procedures and measures that need to be followed in order to gain the certified "Safe Bowls Status" that is required in order to re-open.

The CCSMBA Management Committee met via Zoom earlier this week to discuss how this plan will be administered in Cornwall and we can now confirm the following:

  • The County Safeguarding Officer, Gill Smith, will be the first point of contact for all clubs wishing to obtain the "Safe Bowls Status" and any relevant queries. Her contact details have been distributed to all club secretaries.
  • Every club must have a Safeguarding Officer / nominated person to lead on this matter and will be responsible for ensuring that the club remains Covid-19 safe at all times.
  • The appointed person must complete and return the below contact sheet along with the Risk Assessment to the County Safeguarding Officer to review.
  • The County Safeguarding Officer is required to survey each club to confirm that the measures have been implemented and this will be carried out by a video call where possible. If a site survey is required then a member of the Management Committee will visit the club if the County Safeguarding Officer is not able to attend.
  • If all of the required measures are in place, the County Safeguarding Officer will forward each counter signed risk assessment to the ESMBA for final approval and they will issue the "Safe Bowls Status" certificate. At this point, it will be permissible for the club to re-open.

As this "Safe Bowls Status" is only obtainable by those clubs affiliated to the ESMBA, the Management Committee unanimously agreed to extend the CCSMBA membership period for Club Registrations paid in 2019/20 to 30th April 2021 without a further charge to clubs.

The Management Committee trusts that the Action Plan details all of the relevant information required in order to begin the measured approach back to the sport and we look forward to assisting you with this matter.

Dear Members,

The CCSMBA Management Committee have recently received the ESMBA's "Back to Bowls Covid Action Plan" and are scheduled to meet via Zoon on Monday 24th August to discuss the matter further. A copy of the Action Plan will be forwarded to clubs as soon as possible following this meeting for further guidance.

We look forward to getting back to bowls as soon as possible but the Management Committee would like to reiterate that the re-opening of clubs is not currently permissible.

Dear Members,

The CCSMBA Management Committee met via Zoom on 13th July 2020 to discuss the ongoing Covid-19 pandemic and it's continuing impact on our activities going forwards.

Further to the recent update released by the Government regarding the re-opening of some sporting venues, the Management Committee discussed whether it would be permissible to resume play within the County. However, this guidance states that the resumption of recreational sport should be led by the National Governing Body and each individual sport must submit an action plan to the Government for approval before the sport may return. The Government's social distancing guidance also states that only members of two households may currently meet in an indoor setting. In view the guidance available, the age profile of our membership and the possible clinical vulnerability of players, the CCSMBA Management Committee confirmed that the re-opening of clubs would not be appropriate and is not permissible at this time.

Furthermore, the Management Committee discussed the structure of the County Winter League following feedback from Area Representatives. With the majority of players feeling unsafe to return to competitive bowls at this time, it was felt that a County League would not be a viable option even with safeguarding matters being taken into consideration. Therefore the committee unanimously agreed that there would be no County Winter League held in the 2020/21 season. The committee will continue to look at possible options to replace this with an alternative competition should the situation allow for play to resume.

Under the emergency powers of the committee, it was agreed to uphold the following decisions made at the 190th Management Committee Meeting:

  • To abandon the usual County Calendar with a commitment to our members that if the situation improves, and it is safe to do so, a new County Calendar will be put together at that time.
  • To overrule the usual deadline of 31st May for annual affiliations of clubs and players as set out in the Constitution due to the unforeseen circumstances.

The Management Committee will review both of these actions at the 192nd Committee Meeting scheduled for 10th August 2020 and further updates will be supplied as soon as possible.

Since this meeting, the ESMBA have released their proposed "Route Map " back to bowling and further updates will be supplied as they are received.

We would again like to thank the members for their understanding during these difficult times and hope to see you all on the mat again as soon as possible.

Dear Members,

The CCSMBA Management Committee recently met via video conference to discuss the ongoing situation regarding the Coronavirus Covid-19 pandemic and the impact on our activities going forwards.

In view of the updated advice and information supplied by the Government, the Management Committee noted that the Government's shielding guidance for vulnerable groups has not changed and any restrictions that are lifted will still be subject to social distancing. It has also been well documented that the steps that the Country will take to ease lockdown restrictions are all dependant on certain tests being met over time and restrictions may be imposed again if required.

The CCSMBA's duty of care towards our members remains the upmost priority for the Management Committee. Therefore, as our sport does not lend itself well to social distancing measures and the additional issues that arise from the age profile of our membership, the Management Committee agreed that it would be difficult to plan the County Calendar as usual at this time.

As a consequence of the cancellation of the Annual General Meeting and being unable to hold a Special General Meeting at this time, under Clause 7 of the CCSMBA's Constitution, the committee is empowered to act as an emergency committee to take any action as deemed appropriate in unforeseen circumstances. An emergency committee was formed on 11th May and at this meeting it was unanimously agreed to take the following action:

  • To abandon the usual County Calendar, including the County League, with a commitment to our members that if the situation improves and it is safe to do so, a new County Calendar will be put together at that time.
  • To overrule the usual deadline of 31st May for league entry fees and annual affiliations of clubs and players as set out in the Constitution due to the unforeseen circumstances.

The Management Committee will review both of these actions at the 191st Committee Meeting scheduled for 13th July 2020 and further updates will be supplied as soon as possible.

We would again like to thank the members for their understanding during these difficult times and hope to see you all on the mat again as soon as possible.

Dear Members,

Further to our previous statement, the CCSMBA Management Committee has continued to monitor the current situation relating to the COVID-19 pandemic.

In view of the recent developments and the continued advice from the Government it is now clear that the Summer League will not be able to take place until the imposed "lockdown" has come to a permanent end. With no indication of when this will happen, the Management Committee have made the decision to cancel this year's Summer League.

In addition to this, May's Friends of Essex Tour has also been postponed and it is planned to host this in May 2021 instead.

The Management Committee will provide further updates relating to the rescheduling of fixtures once circumstances allow for such planning to take place.

We would again like to thank the members for their understanding during these uncertain times and look forward to seeing you on the mat again soon.

Dear Members,

As previously announced, the CCSMBA Management Committee has been closely monitoring the developing situation concerning COVID-19 over the past week. In light of the recent escalation by the World Health Organisation and the Government, this matter is clearly a cause for concern for many people and is likely to get worse over the coming weeks.

The CCSMBA has a duty of care towards all of our members and spectators at our events and, with this in mind, the Management Committee have agreed that it would be irresponsible to compromise anyone's health at one of our events. The Management Committee have therefore decided to postpone all upcoming fixtures on the County Calendar until further notice. These fixtures are as follows:

  • Inter Area Rinks Competition on 22nd March 2020
  • County 2 Wood Singles and 4 Wood Pairs Finals on 28th March 2020
  • Bebbington Cup, League Plate and County Champion of Champions on 29th March 2020
  • County Presentation Luncheon and AGM on 26th April 2020

The Summer League and Friends of Essex Tour are not currently included in the postponement and will be reviewed over the coming weeks. The Management Committee will provide further updates as soon as possible with regards to any further postponements and re-arrangement of fixtures.

With regards to the AGM, nominations for the election of officers and area representatives are still due by 1st April 2020. The current committee will continue in their positions until at least the scheduled Management Committee meeting in May as a temporary solution. Any new nominations will then be co-opted into position by the committee until this can be ratified at the re-arranged AGM.

Dear Members,

At the time of writing this, the CCSMBA intends for all of our remaining events to go ahead as planned. However, the CCSMBA Management Committee would like to reassure members that the situation is being monitored daily and further updates will be provided as necessary.

The Management Committee would like to re-iterate the latest advice issued by Public Health England and make the following recommendations during this time:

  • Frequently wash your hands with soap and water for at least 20 seconds or by using an alcohol-based hand sanitiser that contains at least 60% alcohol if soap and water are not available.
  • Avoid touching your eyes, nose and mouth with unwashed hands.
  • When coughing or sneezing, use a tissue and discard it immediately into a closed bin and clean your hands as above. If caught without a tissue, cover your mouth and nose with a flexed elbow.
  • Avoid close contact with anyone that is coughing, sneezing or has a fever.

The CCSMBA Management committee also recommends that the usual formality of shaking hands before and after a game does not take place during this time in order to minimise the risk of transmission. We also suggest that contact with equipment is kept to a minimum (e.g. not handling other people's bowls unless necessary).

If you have travelled from an area that has been affected or have been in contact with someone suspected of contracting the virus within the last 14 days and are due to play in one of our remaining fixtures, please telephone or email the Competition Secretary on cornwall@esmba.co.uk as a matter of urgency.
